Description
Role & Responsibilities:
1. - Ensure full compliance to maritime regulations for manpower as per approved establishment and operational requirement
2. - Responsible for the planning, deployment and management of all crew for assigned vessels to optimise manning requirements and within approved budget.
3. - Monitor sea staff study leave upon completion of sea-time and ensure that they attend the scheduled training courses
4. - Review and assess crewing agents to ensure maximum level of service as per agreement
5. - Ensure proper discipline of crew members to sign on for every crew change.
6. - Responsible for updating personal records of sea staff in the CMS system for accurate reporting and administration
7. - Develop, motivate, coach and train subordinates to achieve professionalism, cohesiveness, integrity and loyalty
8. - Ensure proper appointment of port agencies crew change purposes and negotiate cost as appropriate to minimise costs.

Additional Requirements
Education:
- Degree in Nautical Studies/ Marine Engineering, or related field
- Graduate degree in Human Resource Management
Qualifications:
- Master Certificate of Competency, Class 1 or Marine Engineering Class 1
- Addition relevant qualifications in Marine related activities
Experience Required:
- At least 2 years serving as Master, (in-Command) or Chief Engineer, and 2 years in shore managerial experience
- Additional experience in Master / Chief Engineer positions on Chemical and petroleum tankers and 3 or more years in shore managerial positions
Knowledge:
- Sound knowledge of maritime regulatory environment for sea farers shipping industry and tanker business, and union / industrial relations framework in maritime industry
- Additional knowledge of tanker platforms and regulations governing petroleum & LNG products
- Additional knowledge in managing the Human Resource function
